Laurence D. Kirsch, Ph.D. (University of Wisconsin-Madison, 1982) is a Senior Economist. He specializes in economic analysis for the electric utility industry, including studies of bulk power markets, power pool operations, and utility cost structures. Recently, Dr. Kirsch has been engaged in assessing the market power implications of various divestiture proposals and the interaction of market power with transmission congestion. Dr. Kirsch has developed and applied methods for estimating the real-time marginal and reliability costs for the generation and transmission of electricity and for the provision of ancillary services. In addition, he has evaluated the merits of various schemes for auctioning wholesale power, participated in the development and implementation of pricing policies for independent power producers, and assessed a wide variety of retail electricity pricing practices.
