Mathew J. Morey, Ph.D. (University of Illinois, Urbana-Champaign, 1977) is a Senior Consultant who specializes in transmission congestion management and pricing systems, market monitoring, market design and incentive regulation. From 2000 to mid-2003, Dr. Morey was an independent consultant. Dr. Morey served as Chief Economist with the Edison Electric Institute from 1996 to 2000. As director of economics, he guided the development of EEI’s positions on economic and regulatory policy pertaining to the restructuring of the industry’s wholesale and retail markets. He directed the Institute’s economic analyses of the impacts of restructuring proposals and policy options by working closely with the Institute’s members, academic scholars, industry consultants, and regulators. He focused EEI’s economic framework for efficient pricing and practices within competitive and regulated markets, transmission and distribution pricing and rate design, including congestion pricing practices, merger and market power policies at the federal and state level, and energy business development. Dr. Morey has testified numerous times before regulatory agencies and legislative bodies on a wide range of industry restructuring issues including stranded costs, market power, utility codes of conduct, utility-affiliate transfer pricing rules, and regulatory policy regarding the design of distribution standby and transmission rates. Dr. Morey has published scholarly work in the Journal of Econometrics, the American Economic Review, and the Proceedings of Journal of the American Statistical Association. His work has also appeared in Electric Perspectives and Public Utilities Fortnightly and most recently in The Electricity Journal.
