Pricing Strategies
Through continuing analysis of postal operations, finances, and mail characteristics, Christensen Associates supports a wide spectrum of pricing initiatives. Christensen Associates assists the Pricing Strategy Division of the U.S. Postal Service in litigating negotiated service agreements (NSAs) with Capital One Services, Inc. (Postal Rate Commission Docket Number MC2002-2), which the Postal Rate Commission approved. The Capital One NSA was the first such agreement in the long history of the Postal Service.
The Christensen Associates testimony distinguished between “secondary leakage” and “secondary contribution” impacts, and responded to the Postal Rate Commission's request for reasonable quantitative bounds for these impacts. The testimony also discussed pricing arrangements similar to NSAs and regulatory experiences in other regulated industries. Christensen Associates provided expert witness testimony, support to Postal Service staff in responding to testimony and interrogatories of other parties, and support to other Postal Service witnesses in the Capital One NSA case.
