Christensen Associates team members are recognized authorities in the analysis of industry structure and regulatory reform across a number of industries. Within the postal services industry, Christensen Associates provides ongoing advisory services regarding the application of incentive-based mechanisms.
Postal Service regulatory reform has been a key issue over the past decade. Various bills have been considered by the U.S. Congress that would lead to fundamental changes in the way that the Postal Service is governed and regulated. We have been providing continuing assistance to the United States Postal Service in analyzing these bills and developing regulatory alternatives. We have provided public testimony on the proper specifications of price cap indexes, and the 2003 Presidential Commission on the U.S. Postal Service cited our testimony in making its recommendation on price cap regulation.
We also have considerable consulting experience related to issues of opening access to the postal network. These issues include designating the appropriate entry points for open access, worksharing design, and costing of workshared products. We advised PostComm, the British postal regulator, on product costing methods and postal operating procedures during its deliberations on an access regime in the United Kingdom.
