Paul A. Higgins, M.A. (Tulane University, 1993) is a Senior Economist. His expertise is in applied econometrics, statistical modeling, and labor economics. His experience includes performing econometric analyses of costs, consumer demand, and labor supply; computer modeling of customer responses to prices and other exogenous factors; and designing and implementing surveys. Prior to joining Christensen Associates, Mr. Higgins worked in Washington, D.C. as a technical consultant to the U.S. Environmental Protection Agency, the U.S. Department of Energy, the Direct Marketing Association, the Magazine Publishers of America, and the World Bank. He has testified before the U.S. Postal Rate Commission on econometric cost estimation. His recent work includes several projects involving econometric cost and demand estimation in support of the U.S. Postal Service's recent rate filings; and the design and creation of computer-based statistical models for a number of commercial clients designed to model and forecast customer-specific responses, using databases of up to 2 million customers.
