Samuel T. Cutting, Ph.D. (University of Texas-Austin, 1996) is a Vice President. He has actively managed several projects for the U.S. Postal Service. His areas of expertise are product costing, productivity analysis, and survey design and implementation. Dr. Cutting also has significant technical experience in writing users guides for data collection in a stratified random sample environment. In addition, he has worked extensively with the Strategic Planning division of the Postal Service in designing a ten-year financial forecasting model. The model had been particularly relevant for analyzing the Postal Service's changing volume profile as influenced by the growing use of electronic alternatives to physical mail such as e-mail, electronic funds transfers, and electronic bill presentment and payment.
