Mark E. Meitzen, Ph.D. (University of Wisconsin-Madison, 1982) is a Vice President at Christensen Associates. Dr. Meitzen has experience in the analysis of regulatory issues, and economic incentives and performance. He has worked with Dr. Douglas Caves and Dr. Laurits Christensen in their analyses of the railroad industry. Dr. Meitzen has studied and written on the economic principles of efficient pricing, including regulatory methods of achieving competitive outcomes in noncompetitive markets. This work includes extensive analysis and developed expertise in the areas of contestability theory and stand-alone costing (SAC) principles. He has substantial experience with various pricing and rate regulation methods, including price caps and performance-based regulation such as those found in the telecommunications and electric power industries. On behalf of private clients, he has experience with applications of the Surface Transportation Board’s Constrained Market Pricing standards and, in particular, the Board’s current SAC methodology. He also has experience in the analysis of the economic impacts of merger activity.
