A. Thomas Bozzo, Ph.D. (University of Maryland, College Park, 1998) is a Vice President. His areas of expertise include economic product costing for ratemaking, litigation support, performance and productivity evaluation systems, postal and telecommunications regulation, applied econometrics, and geographical information systems. Since joining Christensen Associates in 1996, Dr. Bozzo has been involved with numerous postal, litigation, and telecommunications projects. Dr. Bozzo's work for the Postal Service has focused on applications of econometrics and economic cost theory to the measurement of postal product costs. Dr. Bozzo developed methods used to analyze the statistical properties of the Postal Service's ratemaking cost data. He presented testimony before the Postal Rate Commission in the R2001-1 and R2000-1 omnibus rate cases. Dr. Bozzo analyzed telecommunications cost proxy models for projects related to federal and Minnesota universal service proceedings. He has also worked on electricity pricing, and litigation support projects.
