Philip E. Schoech, Ph.D. (University of Wisconsin-Madison, 1980) is a Vice President. He oversees projects for companies and industries facing market and regulatory restructuring. His technical expertise includes the analysis of productivity measurement, incentive regulation, and econometric cost assessment. Dr. Schoech has conducted a variety of productivity studies for the telecommunications, electric, natural gas, and postal industries. He has also advised numerous clients on issues related to incentive regulation, particularly in the areas of price cap index specification and pricing flexibility. In addition, Dr. Schoech has conducted numerous econometric cost studies that have been used to determine economies of scale, marginal costs, and firm efficiency in different industries. The results of these analyses have been used both as internal management tools and as evidence before regulatory bodies.
