Paul Loetscher’s areas of expertise include sample design, statistical analysis, mathematical modeling, computer simulation models, and database construction and maintenance. Since joining Christensen Associates in 1995, he has worked on numerous projects for the U.S. Postal Service. As a witness for the Postal Service, Paul has provided expert testimony regarding volumetric estimates in several proceedings of the U.S. Postal Regulatory Commission. Paul’s recent projects involve developing engineering models of mail processing cost for periodicals, mail preparation simulations, and the design and implementation of rate proposals.
