FCC Relies Heavily on Christensen Associates’ Analysis in Recent Price-Cap Decision

On April 20, 2017, the Federal Communications Commission established a new price-cap formula for telecommunications business data services. During the proceeding, the Commission considered four different approaches to calibrating the price-cap formula. Dr. Mark Meitzen and Dr. Philip Schoech of Christensen Associates submitted several statements and letters to the Commission that critically evaluated the alternative approaches, concluding that an approach based on Bureau of Labor Statistics productivity data was the best approach. In its order, the Commission adopted the Meitzen-Schoech preferred approach over the approaches advocated by other parties, and frequently cited the Dr. Meitzen and Dr. Schoech evidence in justifying its decision.
